He Yongqian stated that recently, the Ministry of Commerce, together with the Ministry of Public Security, the Ministry of Industry and Information Technology, and the General Administration of Customs, issued the "Notice on Further Strengthening the Management of Used Car Exports." This is a policy refinement based on the existing management system and in light of the current needs for high-quality development in the industry. The "Notice" proposes six specific measures from aspects such as strict export management, strengthened compliance review, and promotion of healthy and sustainable export development. These measures include strictly controlling the export of new cars under the guise of used cars, establishing a dynamic management and exit mechanism for enterprises, formulating a negative list of dishonest behaviors in used car exports, further standardizing enterprise business practices, guiding the industry to continuously improve its comprehensive service level, and perfecting the export support system, thereby achieving classified management, complementary advantages, and coordinated development of used car and new car exports.
She said, "We have noticed that since the notice was issued, it has been widely recognized and positively evaluated by all sectors of society. They believe it reflects the sustainable development concept of 'strong standardization, emphasis on quality, and excellent service' in the used car export industry, and is conducive to improving the overall development level and international competitiveness of the industry. Next, the Ministry of Commerce will work with relevant departments to guide local governments in implementing the policy effectively, promoting the shift of used car exports from 'scale growth' to 'value growth,' and providing global consumers with a wider and more diverse range of product choices."
